Corporate and Government developers have bad practice and Internet Explorer becomes a victim since most of the applications are designed for Internet Explorer. Don't BLAME IE anymore people - people who have bad practice as well as IE6's flaws and mistakes cause all these problems IE7 and IE8 is trying to make everything work.
